În articolul la care făceam referire ieri, autorul afirmă în contextul prezentării domeniilor IT Governance că “Performance Measurement concerns tracking project delivery and monitoring IT services.”

Mai completă şi mai corectă este definiţia din COBIT: “Performance measurement tracks and monitors strategy implementation, project completion, resource usage, process performance and service delivery”

În acest context autorul menţionează Applied Information Economics (AIE) ca fiind “another measuring technique, widely used for measuring performance of IT and supporting investments in technology” –pg. 95….Şi continuă “AIE is the practical application of scientific and mathematical methods to the IT and business decision process, is a synthesis of techniques from a variety of scientific and mathematical fields.”

Hmmmm…Am ceva îndoieli…

Metoda este dezvoltată de Douglas W. Hubbard şi detalii se găsesc în cartea sa How to measure anything: finding the value of "intangibles" in business, Ed. John Wiley & Sons, 2007. Iniţial metoda a fost folosită pentru cuantificarea valorii informaţiilor dar a ajuns o metodă pentru analiza deciziilor! Şi se bazează foarte mult pe probabilităţi.

Mai corect spus, AIE nu se aplică “widely” pentru cuantificarea performanţelor ci pentru spirjinirea procesului decizional cu privire la investiţii în IT! 

Autorul continuă:

“AIE is the practical application of scientific and mathematical methods to the IT and business decision process, is a synthesis of techniques from a variety of scientific and mathematical fields. The tools of economics, financial theory, and statistics are all major contributors to AIE. But in addition to these more familiar fields, AIE includes Decision Theory  -  the formulation of decisions into a mathematical framework  -  and Information Theory  -  the mahematical modeling of transmitting and receiving information. It is important to emphasize, however, that even though AIE is a theoretically well-founded set of techniques, it is a very practical approach. Every proper application of AIE keeps the bottom line squarely in mind. All output from the AIE project is in support of specific practical business objectives.”

Pentru că omiterea poate afecta sensul iniţial al unui unui mesaj voi cita:

“Applied Information Economics (AIE) is the practical application of mathematical and scientific methods to the enterprise decision and valuation process.  AIE distinguishes itself from all other decision making methodologies by its synthesis of a variety of scientific and mathematical fields which makes possible everything measurable. AIE uses advanced methods from decision theory, portfolio optimization methods, operations research, statistics, and many other areas to solve even the most difficult IT valuation issues. It also uses the same methods that actuaries, financial analysts or statisticians use.  AIE can measure any IT benefit or risk including faster communication, better quality data, or customer satisfaction.

The tools of economics, financial theory, and statistics are all major contributors to AIE. In addition to these more familiar fields, AIE includes Decision Theory – the formulation of decisions into a mathematical framework – and Information Theory – the mathematical modeling of the transmission and reception of information.
